Proposal Text

The council will be deciding many kinds of issues, particularly while we are still in what is (obviously) the server's adolescence. Obviously the council's policy decisions should all be recorded somewhere, but these do not all need to be encoded in the rule document governing player conduct, not least because this would become unreadably long, and new players don't need to read through the council's legislative process when they're trying to internalize the rules others will expect them to adhere to here.

However we record the council's decisions, we should split them into four pieces:

(1) Constitution: This encodes everything about how the server is governed, including the makeup and operation of the council, the procedures for creating policy (and amending the constitution, if for some reason this should be handled separately), rules for electing new players to the council for when that becomes necessary, electing player representatives if we decide to have them, and what all of the staff ranks and roles are.

(2) Player rules: This is everything a player needs to know about what their obligations are when playing here. (If this ever becomes too long, we can write a short-form version that summarizes all of the important points, and a long-form version that includes technical details for when those distinctions are relevant.)

(3) Staff rules: This outlines what powers each category of staff has, and the actions for which staff may use those powers.

(4) Operating parameters: This includes technical issues like which plug-ins the server uses, plugin configurations that affect gameplay (e.g., MCMMO settings), the spawn rates in each world, the server difficulty, etc.
